Scope & coverage

The Tracker evaluates readiness for cooperative approaches under Article 6 and reporting under the Enhanced Transparency Framework (ETF). It focuses on whether a country can authorize, validate, and include projects on a dated schedule in its Biennial Transparency Report (BTR).

Scoring & statuses

Each country receives a composite Readiness Score (0–24) and a traffic-light status to guide sequencing:

Weights emphasize dated process gates (LoA SLA, validator acceptance, BTR ownership & schedule).

Data sources & update cadence

• Primary sources: government gazettes, ministry notices, registry changelogs, UNFCCC submissions
• Secondary: validator notices, accredited programme updates, multilateral policy briefs
• Cadence: monthly baseline; ad-hoc hotfixes for regulatory releases and BTR events
• Evidence: each metric links to a document or citation in the evidence vault

How BTR Prime uses the Tracker

• Sequencing: selects Cohort-1/2 “green-lane” countries for Kick-off and LoA template adoption.
• Scheduling: aligns validator windows and BTR drafting for each ministry.
• Commercial windows: times trader RFO/RFR bands and buyer allocation notices.
• Escrow weighting: verifies documentary gates before releases.

This keeps ministries unfunded by fees (governments never pay) while ensuring documentary proof for buyers and insurers.
