Each country receives a composite Readiness Score (0–24) and a traffic-light status to guide sequencing:

Green-Lane

Ready for Cohort activation (LoA templates + validator lane + dated BTR window).

Workable

Minor gaps (e.g., validator letters pending) but path is clear with modest support.

Watch

Key dependencies open (framework/registry/BTR ownership). Track but don’t commit.

Not Ready

Missing fundamentals; revisit after trigger events or rulemaking.

Weights emphasize dated process gates (LoA SLA, validator acceptance, BTR ownership & schedule).

Data sources & update cadence

  • Primary sources: government gazettes, ministry notices, registry changelogs, UNFCCC submissions

  • Sequencing: selects Cohort-1/2 “green-lane” countries for Kick-off and LoA template adoption.
