Ready for Cohort activation (LoA templates + validator lane + dated BTR window).

Workable

Minor gaps (e.g., validator letters pending) but path is clear with modest support.

Watch

Key dependencies open (framework/registry/BTR ownership). Track but don’t commit.

Not Ready

Missing fundamentals; revisit after trigger events or rulemaking.

Data sources & update cadence

How BTR Prime uses the Tracker

Sequencing: selects Cohort-1/2 “green-lane” countries for Kick-off and LoA template adoption.
Scheduling: aligns validator windows and BTR drafting for each ministry.
Commercial windows: times trader RFO/RFR bands and buyer allocation notices.
Escrow weighting: verifies documentary gates before releases.
