The Tracker evaluates readiness for cooperative approaches under Article 6 and reporting under the Enhanced Transparency Framework (ETF). It focuses on whether a country can authorize, validate, and include projects on a dated schedule in its Biennial Transparency Report (BTR).

- Cadence: monthly baseline; ad-hoc hotfixes for regulatory releases and BTR events

How BTR Prime uses the Tracker
- Sequencing: selects Cohort-1/2 “green-lane†countries for Kick-off and LoA template adoption.
- Scheduling: aligns validator windows and BTR drafting for each ministry.
- Commercial windows: times trader RFO/RFR bands and buyer allocation notices.
- Escrow weighting: verifies documentary gates before releases.
