Commit $500k per country. We match it 1:1 with private market funds to build a ~$1M operating envelope that delivers dated, documented recognition in the BTR. Funds are milestone-escrowed, MoU-bound, PFM-compliant, and never paid to individuals.

Government pays no fees; optional, restricted administrative support can be included in the MoU to resource compilation and coordination—never policy decisions.
Sovereign process is the choke point. Without resourced templates, focal points, and a shared calendar, authorization, first transfer, CA, and ETF reporting slip—and supply doesn’t show. Your commitment unlocks capacity and keeps the lane moving to a dated outcome.
